SERVICE RECORD

My service on the Arcata City Council has focused on the issues that matter most to our community, including housing, equity, infrastructure, environmental stewardship, public safety, economic opportunity and community resilience. I’ve worked to listen to residents, address community needs, expand access to resources and opportunities, and turn community priorities into action.

As an Arcata City Councilmember, I have prioritized environmental stewardship, sustainability, and responsible planning. My work focuses on protecting our local ecosystem, including our forests, open spaces, and natural resources, while supporting clean energy, resilient infrastructure, and thoughtful development.

I believe we can grow and invest in our community while protecting the natural spaces that make Arcata special. By supporting sustainable transportation, clean energy, green infrastructure, and responsible land use, we can build a more resilient community and preserve Arcata’s forests, open spaces, and natural resources for future generations.

Advocacy for Arcata

I believe every Arcata neighborhood deserves to feel valued, supported, and invested in. In Valley West, I’ve seen what’s possible when residents come together and the City works alongside them. From neighborhood cleanups to improving parks and public spaces, I’m committed to making sure city services reach every neighborhood and every resident. When we listen to residents and invest in our communities, we build a cleaner, stronger, and more connected Arcata.

I’m proud to stand with Arcata as a Sanctuary City. As a Latina and as your Mayor, I believe we have a responsibility to protect and stand up for our immigrant neighbors and ensure everyone in our community feels safe, welcome, and valued. This is what equity, compassion, and community look like.

Gateway Area Plan

Planning for a more connected, walkable, sustainable Arcata with opportunities for housing and mixed-use development.

I helped advance the Gateway Area Plan, creating a long-term vision for one of Arcata’s most important areas for growth and reinvestment. The plan supports new housing, mixed-use development, walkable neighborhoods, improved connections, and sustainable infill while incorporating equity and environmental priorities into Arcata’s future.

Community Ambassador Program

I supported the expansion of Arcata’s Community Ambassador Program and advocated for bringing the program to Valley West. This work provides additional outreach, connection, beautification, and resource navigation in the neighborhood, helping ensure Valley West receives the attention and investment it deserves.

Wastewater Treatment Plant

Investing in critical infrastructure to protect our water, environment, and community for generations to come.

I supported the major modernization of Arcata’s wastewater treatment system, one of the City’s most significant infrastructure investments. The project strengthens essential services, improves water quality and environmental protection, and replaces aging treatment technology with a cleaner UV disinfection system.

General Plan 2045 & Strategic Infill

I spent three years serving on Arcata’s Planning Commission, helping shape and develop General Plan 2045 before continuing that work as a member of the City Council. I’m proud to have helped bring this long-term vision for Arcata to completion, supporting thoughtful infill, new housing, walkable and connected neighborhoods, economic opportunity, and protection of our agricultural lands, forests, and open spaces.

Community Dog Park

Creating a safe, dedicated space for Arcata’s four-legged residents and their owners to connect.

I supported the development of Arcata's community dog park, responding to a long-standing request from residents for a safe, fenced-in area for dogs to exercise and socialize. This project highlights my commitment to listening to community needs and improving the quality of life for all Arcata residents.

Carlson Park

Transforming an underutilized space into a vibrant neighborhood asset for recreation and community gathering.

I championed the expansion and improvement of Carlson Park in Valley West. By working with residents and secure funding, we are turning this space into a multi-use park with trails, river access, play areas, and community spaces, ensuring that Valley West families have high-quality outdoor recreation close to home.

EQUITY & SOCIAL JUSTICE

Kimberley White advocates for equity and social justice

I helped bring participatory budgeting to Arcata, making Arcata the first community in Humboldt County to use this process. Using American Rescue Plan Act (ARPA) funds, residents had a direct voice in how public money was spent. Participatory budgeting was pioneered in Porto Alegre, Brazil, through grassroots social movements and the Workers’ Party. Bringing this process to Arcata made sense with the Latinx roots of Valley West and my commitment to ensuring communities that have historically received less investment have a voice in public decisions.
